Project in Kyrgyzstan

The project enables Kyrgyzstan to prepare
the second National Communication
for the Conference of the Parties of the UNFCCC


In May 2000 the Kyrgyz Republic ratified the UN Framework Convention on Climate Change (UNFCCC). Starting that moment a consistent work aimed at the implementation of Kyrgyzstan ’s commitments under the UNFCCC was initiated.  Kyrgyzstan and obligations under the UNFCCC The GEF/UNDP project “Enabling Kyrgyzstan to prepare its Initial National Communication to the UNFCCC” was implemented under financial support from Global Environment Facility (GEF) and assistance from UNDP and successfully finalized in 2004. During two operational phases of the project, the Initial National Communication under the UNFCCC was prepared, technological needs of the country to reduce GHG emissions in energy, forestry, waste (municipal and agricultural) and construction sectors were identified, and barriers hampering successful introduction of new technologies were studied.      A successor GEF/UNDP project “Enabling activities for the preparation of the Kyrgyz Republic ’s Second National Communication to the UNFCCC” is a follow up activity in this field and will be accomplished through 2005 to 2008.

The State Agency for Environment Protection and Forestry of the Kyrgyz Republic is the executing agency for project’s activities.

Goals and objectives of the project ensure:

  • drawing up a greenhouse gas cadastre for 2000-2004;
  • analyzing climate change impacts within the country’s provinces;
  • developing adaptation measures to climate change; and
  • preparing the second National Communication to the UNFCCC.

The project will strengthen technical and institutional capacity to assist Kyrgyzstan in mainstreaming climate change issues into sectoral and national development priorities and meeting its obligations under the UNFCCC. In addition, the project is expected to enhance stakeholders’ and public knowledge in climate change related issues, strengthen an information exchange between the relevant stakeholders including governmental, non-governmental, academic, public and private sectors.
