National legislation

To date, a whole series
of laws and conventions on the environment protection
have been developed and ratified in Kyrgyzstan


K yrgyzstan has ratified the following conventions in the field of environment protection:

  • The UN Framework Convention on Climate Change, and Kyoto Protocol to the UN Framework Convention on Climate Change;
  • The Basel Convention on the Transboundary Transportation of Hazardous Waste and its Disposal Control;
  • The Convention on Biodiversity;
  • The Convention on Long Distance Trans-boundary Air Polluting: Protocol of the 1979 Convention on Long Distance Trans-boundary Air Polluting in respect of long term funding of the joint European Program on monitoring and evaluation of long distance air pollutant transfer; Protocol on the nitric oxide and nitric oxide trans-boundary flows to the 1979 Convention on Long Distance Trans-boundary Air Polluting; Protocol on the nitric oxide and nitric oxide trans-boundary flows control.
  • The Convention on procedure of prior informed consent on certain hazard chemicals and pesticides in international trade;
  • The Vienna Convention on the Ozone Layer Protection, and the Montreal Protocol on substances that deplete the ozone layer, and its two amendments (The London amendment of 1990, the Copenhagen amendment of 1992);
  • The Convention on Environmental Impact Assessment in Trans-boundary Context;
  • The Convention on Access to Environmental Information and Public Participation in Decision-making on Environmental Issues;
  • At the present time, the Convention on Water and Swamp Resources of International Importance and Waterfowl Ecotype is being considered by the Parliament of the Kyrgyz Republic.

In the period from 1991 to 1995 the following laws have been developed:

  • “On the Nature Protection”
  • “On the Strictly Protected Natural Territories”.

In 1999 the Legislative Assembly of Jogorku Kenesh of the Kyrgyz Republic adopted a package of the following laws:

Thus, a substantial step towards development of the major legislation for environment and rational use of natural resources has been made.

The Law “On the Protection of Flora of the Kyrgyz Republic” is now in the process of reviewing.
